I have a blog site in which I promote the idea that if we physically limit the maximum attainable speed of motor vehicles on all roadways to a physical maximum of 55 km per hour (34 miles per hour), we would solve the climate change/energy crisis all in one blow. Please read my blog from the earliest entry to the last. There are so many ancillary effects of slowing vehicles to a maximum speed, and existing vehicles can participate with a simple retrofit add-on at very low cost ($50). This can be done by use of an escapement mechanism on the rear wheel(s), the same mechanism that keeps grandfather clock weights from falling to the floor in two seconds, but instead meters out power gradually.

http://finfish.org is an effort in collaborative innovation directed at defining solutions for a big world problem. The project is being conducted in an effort to overcome the global fish production gap.
You are probably aware that wild capture fisheries (fishing) has decimated the planet’s natural fish stocks and that many fisheries have been exploited unsustainably. The FAO have forecast a fish production shortfall of 40 million tonnes per annum by 2030. By way of comparison, that is equivalent to the need to recreate the whole global chicken meat industry.
The recent world events that have served to heighten the focus on food security make this effort particularly pertinent.
The world’s wild fisheries may have been damaged beyond repair. It is therefore extremely unlikely that fishing will make an increased contribution towards supplying the unmet demand. Given this, aquaculture is likely to be called upon. Unfortunately, aquaculture faces a number of challenges that stand in the way of it realistically being able to produce the required volume.
Therefore the need for a major global effort to come up with major productivity transforming innovations to demand to be met, sustainably.
We are seeking to engage with a global innovation community to realise this ambition. We are using our blog as the basis for a web communications platform. We intend to conduct on-line and offline “Innovation Roadmapping” as a means of facilitating ‘inspiration’ in the most productive avenues.

Global temperature will continue increasing even with speeds of 25 mph, because the hot combustion gases will be almost the same -and # of vehicles increase yearly-
Your idea of reducing road speed to 35 mph do not save much gas at all and will be unacceptable by 99.999% of drivers.
From your profile, I deduct that you are not an engineer, then your propossal is impractical and expensive even at $10 because solves nothing, I guess-
I am working on a USEFULL AND FEASIBLE SOLUTION: It is a FUEL-CELL kit to retrofit any fuel injection car (new or used) TO MAKE IT AN HIBRID CAR, this captures and converts over 50% of wasted energy that CARS exaust now -to POWER THEM with it too- so you can get DOBLE MILLAGE per galon(50 to 60), AND THAT^S A HUGE REDUCTION OF CO2 CONTAMINANT AND A HUGE SAVING ON MONEY TOO.
Mass production will allow a kit price around 200US$
BEST OF ALL YOU DONT HAVE TO CHANGE YOUR PRESENT NICE CAR.
It will be wise to find many more options on retrofit kits by 2010.
However, a true ecologic human living way is to use only clean electric cars by 2015, but none combustion engine cars any more.
10 digit FUNDS AND GRANTS (from State and Privates) should be available as insentive -for many new technologies to come soon- on HIBRIDS and ELECTRIC and SOLAR CARS.

I blog on my trips to Africa - 3 month each year - I work currently in Cameroon where AIDSfreeAFRICA a 501-c-3 non-profit I founded is helping Africans to build small generic drug manufacturing factories. Plenty of problems to solve there, although not research based in nature.
I usually have 3 back up plans for every task. Challenging and rewarding.

Can some organization please post a challenge to the problem of debt consolidation.
Personal consumer debt is higher than it has ever been in this nation. Yet there is nowhere to turn for reasonable, responsible restructuring assistance.
The so-called debt consolidation companies are mostly scams; the “debt counseling” programs are linked to the original lenders and offer little true relief; Congress does nothing. There must be something short of bankruptcy which will allow working people, who want to meet their debt obligations, to do so without spending the remainder of their lives in debt servitude. Thank you.

Thank you for your good idea. Our process typically starts when Seekers bringing their problems to InnoCentive and then we pose those problems to our Solver community. The concept you’re suggesting, Solvers posing Challenge ideas for Seekers, represents a reversal of the typical process. That being said however, it is a new process that we’re considering implementing.
Again, thanks for the suggestion and we’ll continue to investigate whether we can enable this additional functionality on our network.
